The Mayotte are called upon to vote Sunday for or against the transformation of their island in a Department in its own right. The result of the vote should be no surprise. Since that she refused in 1974 to gain independence, in contrast to the other islands of the Comoros, former protectorate, Mayotte, "perfume island", indeed crossed one by one the steps which each time more arrimaient it to the French Republic. It is the Act of 11 July 2001, which, making the island a departmental community, has provided this referendum where the General Council claims the change in status. A resolution that the local Assembly has passed unanimously there are less than a year.
If, as is likely, the Mayotte pronounce Sunday for the departmentalization, the Government should present to Parliament at the end of the year a draft organic law and a simple Bill. With at least a certainty: in contrast to the other 4 DOM, Mayotte will have that of a single Assembly, exercising both the skills of the Department and region (roads, colleges, schools, etc.). To do this, in its renewal in 2011, the current General Council (elected 19) will be increased to a certain number of seats. Institutional provision which could inspire future unique meetings proposed by Nicolas Sarkozy to the DOM...

Calls to vote "Yes".
As one man, all the elected representatives of the community presided over by the UMP call to "Yes" vote Sunday. However, in the "road map" of the President of the Republic set in December, the rights and duties related to the new status will bring many changes to the Mayotte. Let's start with the extension of secularism in a territory where the Muslim religion (95) strongly permeates daily life. Thus the local justice rendered by the cadis (Muslim judges applying the Comorian law) will be removed, polygamous unions prohibited, the minimum age for women to marry identified 15 to 18 years, etc.
In matters fiscal everything will be challenged. Customs duties, taxes on income and on the companies now will go right into the coffers of the State that will be progressively established (until 2014) local taxes. A process that is likely to take much more time than expected while restore a destitute administration in the territory. Civil status would be reliable for about half of a very young population (54 of the inhabitants 187.000 have less than 20 years) grouped together for close to a third in the capital, Mamoudzou, and a third about in an irregular situation on account of illegal immigration from the Comoros.
If economic indicators of land (rate of growth of 9, a rate of job creation high unemployment at 22, declining) have, in the light of trivial local resources, nothing dishonourable, is that upgrading and development of State policies have played to full. Also the "roadmap" provides a catch-up of social benefits in the long term (20 years to 25 years). "This roadmap mobilizes reasonable public financing, it allows particularly Mayotte society to sustainably transform at a rate which has been accepted by everyone," said this week Yves Jégo, Secretary of State to the overseas, to cut down any application acceleration of this upgrade.
